Mr. Kan has been in the telecommunications and computing industry for over 30 years. Prior to founding Champion in 1987, he was the General Manager of Asiadata (a joint venture of Cable & Wireless, Jardine, Hong Kong Bank, and Barclays Bank) where he had worked for 15 years. Before Asiadata, he worked as Programmer and Systems Analyst in the Hong Kong Government and various international companies, including Swire Group and Wheelock Group. Mr. Kan is most well known for the development, in 1987, of the world's first multi-lingual pager, which bears the house brand Kantone, which was instantly identified with message pager.

During the first Direct Election of LegCo in 1998, Mr. Kan was elected as a member of the Election Committee (Information Technology Sector), and in 2000, he was re-elected. Mr. Kan is also a member of the Chief Executive Election Committee for the current term. Mr. Kan is the elected Chairman of the Hong Kong Information Technology Industry Council and also the Chairman of Hong Kong IT Alliance. Mr. Kan has been a member of the Advisory Board of the Auxiliary Medical Services since 1992, and is currently its Vice-Chairman. Mr. Kan has been a committee member of the Chinese People's Political Consultative Conference of Anhui Province since 1993, and a member of the Election Committee for the Hong Kong Representatives of National People's Congress in 2002.
