The Japan Racing Association (JRA), besides managing the pari-mutuel betting business, has worked on developing Japan's horse racing industry. Importing top stallions by subsidizing purchase price to develop their breeding industry, improving pre-training operations, and health and training facilities, Japan is consistently producing top quality horse racing. With such good management and monitoring of horse racing, no wonder that Japan tops the betting revenue. Japan's target is now to export their homebred racehorses around the world.
