INTERNET STUDY RESPONSES TO BOARD'S SECOND LETTER
OF 26TH JANUARY 2000

I)

Legislation ¡V primary legislation will be required to effectively control the establishment of Internet gaming sites in GB.

   
II)

Urgency ¡V BACTA continue to support the view that this matter be dealt with urgently.

   
III)

Jurisdiction ¡V legal advisers are considering the question of how extraterrestrial gaming can be controlled.

   
IV)

Preparation ¡V the speed at which the Internet is growing is a matter of concern. BACTA sub-committee is considering this issue.

   

   
I)

Legislation - BLR is not in possession of any legal opinions regarding the current law prohibiting the establishment of Internet gaming sites in GB.

   
II)

Urgency ¡V given the rapid growth forecast it is envisaged that Internet gambling will be well established within 3 years (with or without regulation). It would be desirable to put regulation in place in advance of this.

   
III)

No comments.

   
IV)

Preparation ¡V are endeavouring to formulate proposals but not yet able to provide suggestions.

   

   
I)

Legislation ¡V it must be questionable whether gaming on the Internet is captured by current legislation.

   
II)

Urgency ¡V In betting, the urgency is a taxation matter: if there is not a reduction in duty then a large proportion of UK betting turnover will go offshore.

   
III)

Permitting play overseas - BOLA research shows there is a huge global gambling market, some of which could be attracted to the UK by our well ¡V regulated and highly regarded industry.
