Preface

The findings will be published as a companion to this volume which hopefully shall provide some input to the Government for formulating its short and long term Gambling Policy. It has been a thought provoking experience preparing this background information. I hope the collection of international views and news given herein about this subject will provide the impetus for all of us to express our views and to do something about making our community, which we all love, a better place to live, and making Hong Kong a truly international horse racing centre, reflecting our special passion.

Due to the shortage of time for the preparation of this work, any shortcoming is of course due to my oversight and I shall appreciate comments and suggestions to editor@intelligentpolicy.com.
