I cannot forget to acknowledge the various overseas governments

and many of them have kindly given us approval to reproduce or
quote their work in this book. In particular, we are grateful to the
enthusiastic and prompt response from the UK authorities to approve
our reproduction of the Report to the Home Secretary on Internet
Gambling, prepared by the Gaming Board for Great Britain.
Finally, but most importantly, enormous thanks to Sir James Hodge,
the British Consul General for Hong Kong, for his spontaneous
response and unreserved support of my project and the rationale
behind this book. UK is a very open society and the British
Government has achieved much success in formulating a policy for
gambling over the Internet. Sir James has written a very
enlightening Foreword for this book under the title of Continued
Debate for Gambling is Welcome, but should be Informed. This is
