A measured approach is more prudent for the Board. The problem is that the Board's knowledge of what is possible and probable in a fast-moving sector is not as good as that of the operators who have invested a lot of time and effort.

Cannot see any argument for prohibiting an industry from exporting its products, especially in a global market place.

It would be sensible for the Board to encourage and facilitate some selfregulation by having talks with the industry and British Standards Institute on the introduction of a kite mark.
