But with the wide adoption of the Internet, web-based games that have developed over the past few years are difficult to classify under the existing legislation. For example, are the free advertising games promotional games, or are they in reality an alternative form of gambling with a stake, and hence should be banned or require a permit? The current legislation does not take account of free games ¡V society previously knew nothing of the Internet's possibilities to finance prizes through the sale of advertising space and consumer information. Participation in free games typically requires the player to click on an advertising banner or similar link and provide his/her name and address. The players are required to provide in many instance very detailed personal information. The free game operator finances such operation by selling advertising banner space on the websites and players' personal information to other organisations for a fee.

We can see from such examples that certain areas of the gambling market have been distinguished by a severe lack of control because our society has not yet formed answers to these questions.
