Forbes (03 May, 2002 issue), "FACTBOXSoccer
betting regulations in major Asian
countries", gave a brief review of gambling
regulations in Asian jurisdictions. In brief,
the following are their observations which
have been updated with the latest changes: -
HONG KONG - Currently has one
licensed gambling operator, the Hong Kong
Jockey Club, which runs horse racing and
the Mark Six lottery. At first laws did not
prohibit Internet and telephone betting
through offshore betting chains and casinos,
but the Legislative Council recently passed
the Gambling (Amendment) Bill 2000,
which became effective on 31 May 2002, the
day when the World Cup soccer game
started. Many see it as a prelude to a locally
licensed soccer betting concession, possibly
run by the Jockey Club.
MACAU - Gambling dependent Macau
has one licensed operator to conduct soccer
and other sports betting, with fixed odds
counter betting, telephone and Internet
betting. Most betting accounts were held by
Hong Kong residents. The state-run
